Can VOIP phones aka internet phones be tapped or listened to by any outside sources?

You can’t. But anything that uses radio waves or wireless technology can be picked up by someone!

For data packets sent by your voip is tapped they can do this from the world because voip phone is tapped they can do this from the other side of networking equipment not just yours and viola it would need to do this from the specific packets that.

This is a little bit too general.. So i’m going to make a few assumptions.
Basically VoIP phones can use different protocols.. SIP is one of the pretty main stream ones.
SIP is not encrypted.. If you have something on the path of your network transmission.. and you’re using SIP.. they can record it.. and play it back.
Ethereal is a good network monitor and can play it back and apparantly Cain & Abel can do it too…
Personally i’d be more worried about your MSN conversations or your passwords being “sniffed” (the process of reading what is being sent over a line)
If you have your network set up well so that the data doesn’t pass along a route another person could plug into and the computers it passes through hasn’t been compromised then only your ISP and the people at the other end should be able to listen to what you are saying.. of course at the other end they could have a big network that isn’t switched but instead has the data all over the network.. in which case someone could hack their end too.
I wouldn’t really worry about it.
